The Housing Authority administers a Family Self-Sufficiency (FSS) Program for rental assistance clients in both Cumberland and Perry counties. At the present time, 8 Cumberland County families are participating in the FSS program. Nine families are enrolled in our Perry County program.

Clients in our Section 8 program are encouraged to participate in the FSS program, which is designed to help families become more upwardly mobile. Each participating family signs a five year contract that spells out the services to be provided to the family and the obligations the family agrees to undertake. A case manager works with the client to develop an individual action plan designed to meet the client’s particular need(s) for education, job training, counseling, or other services identified as barriers to employment and independence. In time, it is expected that most of these families will no longer need rental assistance.
