HOUSING CHOICE VOUCHER PROGRAM (SECTION 8)

HOMEOWNERSHIP OPTION

The Cumberland County Housing Authority has began the Section 8 Homeownership Option Program a few years ago to help low-income families eligible for the Section 8 Housing Choice Voucher Rental Assistance Program become homeowners. Under this program, families may choose a house for purchase anywhere in Cumberland County or Perry County and receive financial assistance with homeownership expenses (mortgage payments) for up to 15 years. For elderly and disabled persons, there is no time limit on assistance. The property must be inspected by the Cumberland County Housing Authority to make sure it meets HUD and local building code standards.

To be eligible, an individual or family must:

1. Be a resident of Cumberland County or Perry County and have completed at least one full year of participation in the Section 8 program.

2. Be a first-time homebuyer, a displaced homeowner, or not have owned a home during the last three years.

3. Be employed full time continuously for the last year (elderly and disabled persons do not have this employment requirement).

4. Have yearly household income of at least $10,300 (minimum).

5. Agree to homeownership counseling before and after purchasing the home.

6. Be willing to have the property inspected by an independent, professional building inspector that is selected and paid for by the family.

7. Be able to obtain mortgage financing. Good credit or the ability to build good credit is essential to obtaining financing.

Success Stories:

The Cumberland County Housing Authority is assisting several families on the Section 8 Homeownership Program.  Sandra Stair, the first official homeowner of this program, fulfilled her dream of becoming a homeowner by successfully completing the homeownership requirements of the Homeownership Option Program and is now in the home of her dreams.  "I am so very grateful for programs like this because I would have never thought it was possible to buy a home, especially with my financial background.  All I can say is it is well worth the time and I am very happy for making that small sacrifice."
