Family Housing Family Public Housing is owned by the Housing Authority of Cumberland County. The 149 apartments and townhouses are all located in Carlisle Borough on nine sites and have been built with funding by the U.S. Department of Housing and Urban Development. The units are managed by a professional property management team of Housing Authority employees. Our mission is to provide quality, affordable housing that is well managed. In turn, our tenants are expected to follow the terms and conditions of their leases, including paying rent on time and taking reasonable care of the premises.
