on Admissions Process The first step for admission to Public Family Housing is to submit a completed application, including copies of birth certificates and social security numbers for all family members. The family’s qualification for an admission’s preference will be evaluated upon receipt of a completed application, rental history verification, the family’s past performance in meeting financial obligations, and criminal history.
To qualify for an admission’s preference, regulations require that the family
meet First Preference - Cumberland County Redevelopment Authority Displacement Households who have been displaced by any Cumberland County Housing and Redevelopment Authority project resulting in their loss of a fixed, regular and adequate nighttime residence. Applicants must be residing in the project at the time of displacement and must show proof of residence. Applicants assisted under this preference must lease in Cumberland County for at lease one year. Local preferences will be used to select families from the waiting list. Applicants being displaced by the CCHRA action will receive first preference. First preference families will be added to the waiting list in order of date and time of received application. Second Preference (shared equally)- Bridge Housing & MH/MR Clients Preference will be given to those who are living in a bridge housing facility that has an operating plan acceptable to the Housing Authority. The family must have completed their service plan or continue their service plan with the bridge housing provider once they have been admitted to a family Public Housing unit. Preference will be given to individuals with a diagnosis of mental retardation who are on the Cumberland/Perry Mental Retardation Emergency and Critical lists for residential service and who are transitioning from a community living arrangement (group home); or from a previous living arrangement (temporary shelter, family home, etc.); or individuals with a priority mental health diagnosis who are transitioning from a Community Residential Rehabilitation (CRR) program and/or have completed an independent living skills assessment with a supported living worker. The referral process will include a recommendation from the individuals Mental Health (MH) Case Manager, Mental Retardation (MR) Support Coordinator or Primary Residential Worker that supports the consumer's ability to live independently and identifies any supports and services needed for and agreed to by the consumer. Available services and supports include: case management, psychiatric rehabilitation, supports coordination, supportive living, social rehabilitation, financial management, transportation, supported employment, emergency on-call supports, social rehabilitation, and mobile crisis intervention as well as traditional services such as outpatient therapy and medication management. It is understood that continuation of mental health services is voluntary by the consumer. The Housing Authority may assist the consumer to contact the appropriate MH or MR base service unit in order to access needed services at any time. Third Preference - Working Family a. At least one adult member of the household has worked at least 20 hours a week or more for the past 6 months. (Single parent households may use school or job training hours approved by the Cumberland County Housing Authority to satisfy this requirement.) b. The Head of Household or spouse is 62 years of age or older. c. The Head of Household or spouse is receiving Social Security Disability, Supplemental Security Income disability benefits, or any other benefits based on an individual’s inability to work. d. A single parent household with one or more children 2 years of age or younger. e. A household who is presently residing in the James Wilson Safe Harbor, the Salvation Army’s Stuart House or the Cumberland County Domestic Violence Shelter. Household agrees to complete the service plan provided by the bridge-housing provider. The Housing Authority also maintains a residency preference. Those families living or working in Cumberland County are placed on the Waiting List ahead of those who live out of county or out of state. In addition, the family must be income eligible according to the latest published U.S. Department of Housing and Urban Development income limits. The Quality Housing and Work Responsibility act of 1998 authorizes public housing authorities to admit families whose income does not exceed the low-income limit (80% of median area income) once the housing authority has met the annual 40% targeted income requirement of extremely low-income families (families whose income does not exceed 30% of median area income). The following income limits apply:
Rents for
Family Public Housing are subsidized by the federal government.
This means that tenants will pay no more than thirty (30) percent of
their monthly income for rent and utilities.
Applicants are expected to fully disclose all income and assets; failure
to do so will result in fines and/or imprisonment.
While there is usually a waiting list for Family Public Housing, we
encourage you to apply. In many
cases, the waiting list is very short. An application for admission to Family Public Housing can be obtained by contacting the office at 60 West Penn Street, Carlisle, PA 17013. Accommodations for Persons with Disabilities Policy It is the policy of our Housing Authority to be service-directed in the administration of our housing programs, and exercise and demonstrate a high level of professionalism while providing housing services to families. A participant with a disability must first ask for a specific change to a policy or practice as an accommodation of his or her disability before the Housing Authority will treat a person differently than anyone else. The Housing Authority’s policies and practices will be designed to provide assurances that persons with disabilities will be given reasonable accommodations, upon request, so that they may fully access and utilize the housing
