Amendment to the Consolidated Plan 2008 Action Plan
Use of American Recovery and Reinvestment Act
Community Development Block Grant Funds
The Borough of Carlisle has been granted funds from the Community Development Block Grant Program portion of the American Recovery and Reinvestment Act of 2009 (Recovery Act). The Community Development Block Grant Program portion of the Recovery Act provides financial assistance to communities for investment in their community development priorities. The emphasis for these funds is shovel-ready projects that will enhance the community and provide jobs. The Borough has been allocated $113,704 and proposes to utilize the funds on the following activities in the Borough that will meet the objectives of the program:
(1) Rehabilitation: Owner-Occupied Housing (Borough-wide) - $75,000. This will be a demonstration project that will rehabilitate sub-standard housing and at the same time install energy efficiencies in the homes. The project, which will benefit low and moderate income homeowners, will reduce energy usage, benefiting the homeowners through lower energy bills and the community at large through reduced emissions. The program will be conducted in accordance with the Borough’s existing rehabilitation guidelines except for the inclusion of energy efficiency improvements and an increase in the maximum amount per house, from $20,000 to $25,000 to allow for the energy improvements. The Borough anticipates that 3 units can be rehabilitated with these funds. This will create or retain 3-to-6 contractor jobs.
(2) Rehabilitation: Owner-Occupied Housing: Delivery - $4,500. Provides $1,500 per unit for project delivery (inspections, work write-ups and drawings, bidding, and project management).
(3) Economic Development - $25,704. Funds will be used to assist an as-yet-unidentified, for-profit entity to establish or expand an economic enterprise within the Borough that will create jobs that will be made available to low and moderate income residents. At least one job would be created.
(4) Grant Administration - $8,500. These funds will be expended by the Cumberland County Redevelopment Authority, which will serve as the grant administrator for the Borough. The Authority will receive and disburse funds and ensure compliance with all statutory and regulatory requirements and reporting responsibilities of the grant.
These activities will become part of the Borough’s Consolidated Plan 2008 Action Plan. Citizens are invited to comment on these proposed uses of the funds from the Community Development Block Grant Program during the comment period: May 20, 2009 through May 27, 2009.
