2010 marks the 35th year of operation of the Redevelopment and Housing Authorities. Much has changed since the Authorities hired their first staff members in 1975. There has been a sea change in the way we approach projects. Almost without exception, we seek participation with the private and non-profit sectors in undertaking projects. When we started out, government funding was more plentiful and it was not necessary to forge such partnerships. Simply stated, government grants-state and local, would fund 100% of the project. This approach failed to realize that the short and term revitalization of our communities depends on attracting investment into the communities. Developers routinely assess the financial and market risk of undertaking a project and when they make a decision to invest, either with some limited public funding or not, they are sending a message that the community, not to mention the project, is a good bet. Since their inceptions, the Redevelopment and Housing Authorities have been change agents that have worked cooperatively with all levels of government as well as the private and non-profit sectors. Our role is best described as “facilitator”. In that role we work to reach consensus as to what community development and housing work needs to be accomplished and then, working closely with community partners, we set out to obtain the resources necessary to succeed.
