                                                                                                                           Twenty-five years ago this May, the Authorities opened the first family public housing apartments in Carlisle.  Over a thousand households have had the benefit of this affordable, high quality housing over the years.  We are particularly pleased that we have been able to improve the quality of life of a generation of children by providing them with a good place to live. It is hard to do your homework if your house is cold, over-crowded, or unsafe.  We like to think that we’ve made a difference in the lives of children in our community and are making it possible for them to pursue their dreams. 

             During the 20 year period that has followed, the Authorities have been aggressive in developing affordable housing options for seniors, persons with mental health and developmental disabilities, and families.  One of the keys to our success has been our willingness to be innovative.  Over the years this has meant taking the lead in developing  programs for first-time home-buyers, developing housing initiatives for special needs populations, and pursuing alternative sources of financing to accomplish a variety of housing and community development projects.   

             We’ve been particularly busy in the past five years or so.  The Authorities have been recognized by national and state organizations as leaders in their field.  Three times they have won the top award presented  by the Pennsylvania Association of Housing and Redevelopment Agencies for excellent projects.  Each year for the past five years, the Authorities  have been recognized by the National Association of Housing and Redevelopment Organizations for one or more projects that have been viewed as both innovative and effective.   The PA Department of Community and Economic Development and the U.S. Department of Housing and Urban Development have also recognized the Authorities for their good work.  Also, the United States Department of Agriculture Rural Development has awarded the Authorities awards for its homeownership efforts.

             Sometimes our work goes beyond housing and redevelopment basics.  A good example is the development of the CyberSpace Computer Resource Center in Carlisle .  This facility has personal computers loaded with software  and internet access for people who live in the neighborhood.  Kids are able to do research for homework projects.  Seniors are able to e-mail friends and seek health-related information over the internet.  Unemployed individuals are able to access information on job openings.

            While we’re proud of our accomplishments, what keeps us working hard is the potential for the future.  We know what we do matters…for some households and communities, it matters a lot.  We appreciate the opportunity to make a difference.

If you would like to complete an application for our rental programs, please click on the "On Line Application" link under Cumberland County Housing Authority on the left hand column of this website.  You will need access to a printer to print out the required forms for submission along with submitting copies of your birth certificates and social security cards via hand delivery or mail.  Failure to submit this paperwork will result in an incomplete application and will not be reviewed.
